For years, the Navy has hunted pirates and criminals without any fear. It received many perks because of its affiliation with the World Government. The Navy assigned bounties to pirates and other criminals, making them targets for the rest of the world. Bounty hunters, common folks, and even other criminals tried their luck at capturing those with high bounties. This policy has served the Navy nicely, but it seems that their advantage has finally ended with theemergence of the Cross Guild.
Crocodile and Mihawk formed the Cross Guild. The two came up with the idea of assigning bounties to Marines and letting them be hunted. Prior to Episode 1113, it was unclear how they gave bounties to the Marines. However, the audience finally has some idea about Cross Guild’s bounty system.
Koby’s Bounty

InOne PieceEpisode 1113, Koby could be seen running awayfrom the pirates on Hachinosu. They were all very excited about capturing him because of his bounty. They revealed that Koby had a five-star bounty, meaning his head was worth 500 million berries. They further added that a regular Navy captain only has a bounty of 100 million berries.
The reason why Koby’s bounty is higher is because of his status. Koby is known as the Hero because of his involvement in the Rocky Port Incident, which made him famous throughout the world. This is why the Cross Guild decided to give him a higher bounty.
How Cross Guild’s System Works
The Cross Guild Has A Better Procedure Than The Marines
The Cross Guild’sbounty system is better than the one used by the Marines. For starters, the bounties of pirates and other criminals are easily manipulated by the higher-ups in the World Government. This is evident from the fact that it gave Law, Luffy, and Kid the same bounty. Fans know that Luffy is far superior to the other two in terms of combat, yet all three have a bounty of 3 billion berries. For the rest of the world, the three Supernovas are equal in stature.
Another drawback of their system is that sometimes they purposely keep a person’s bounty low to trick the rest of the world. What this does is prevent the individual from receiving the right amount of fame, which in turn makes people believe that they are not dangerous.
The Cross Guild’s bounty system is a lot cleaner and more accurate. For instance, they have kept a 100 million beri bounty for Navy Captains, but they do make an exception if the Captain is someone noteworthy like Koby. It becomes easier to understand that he is not any ordinary captain. Also, the Cross Guild doesn’t need to manipulate the bounties, as they do not have anything to hide, unlike the Marines and the World Government.
The Bounties Of Other Notable Characters
The Fleet Admiral, Admirals, And Living Legends
The Admirals are considered to be the biggest power of the Navy. At one time, only three people canhold the position of Admiral. Fans have seen many characters occupy these positions, but currently, they are held by Kizaru, Fujitora, and Ryokugyu. As they are the most dangerous weapons within the organization, it makes sense for their bounties to be one of the highest, if not the highest. Each Admiral likely has a bounty of 3 billion berries. It is plausible for them to have a higher bounty than the strongest Yonko Commanders, but just below the Yonko themselves.
The Fleet Admiral’s bounty would be 4 billion berries, as the Navy must have at least one person strong enough to rival the Yonko. This would make him the most wanted member of the Navy. Aside from Admirals and the Fleet Admiral, there are other individuals within the organization who could have a high bounty. For starters,Monkey D. Garp’s bounty should be similarto the Admirals', if not higher. Even though he is a Vice Admiral, Garp is one of the strongest characters within the Navy. He is a living legend who contested with Gol D. Roger and cornered him on multiple occasions. If Garp was still in his prime, a case could be made for his bounty being the highest within the Navy, even more than the Fleet Admiral.
Sengoku is another member of the Navy who deserves a lofty bounty. While he has stepped down from his position of Fleet Admiral, Sengoku remains an integral part of the Marines. Moreover, it would be unwise to think that his strength has waned significantly. He can still fight against powerful characters and come out on top in most cases. His bounty would also be 2.5 billion berries. Tsuru is another individual who holds a great deal of importance to the Navy. She is a Vice Admiral, but she is highly respected in the Navy. When Sengoku was still Fleet Admiral, he would relay his orders via Tsuru, making her second only to him in terms of authority. Additionally, Tsuru is known as the Great Advisor, which only adds to her solid reputation. The Cross Guild most likely placed a bounty of 1.5 billion berries on her.
