The World Government ofOne Pieceis the biggest faction in the world that stands as an antithesis to everything that the pirates stand for and hope to do. Its true motivations and goals are largely a mystery, but what is known is the fact that they have many subsidiaries and branches that are wholly dedicated to certain tasks, ensuring an efficient and easy way to solve many problems that the World Government faces, wherever they may be.
One of these agencies is the infamous Cipher Pol 9, or as it is more commonly known, CP9. However, even among the various Cipher Pol agencies, CP9 is special, something that could be seen in how they were the central antagonists for theWater 7 and Enies Lobby arcs. So, let’s break down this special group of the World Government and look at why they’re so important for the overall story ofOne Piece.

The World Government has quite a few Cipher Pol agencies, which are essentially the ones that carry out various intelligence operations. CP9, however, is the only one that doesn’t concern itself with the gathering of information andsecrets of the world, instead being a specialized group that focuses on the assassination of targets that are deemed to be threats to the World Government in one way or another.
Members of this secret organization are chosen when they are children and are then physically and mentally molded into the perfect killing machines. One of the central tenets of this organization is the discarding of emotions to ensure maximum efficiency in doing their jobs, as was seen with Rob Lucci. He was the most powerful member in the history of the organization, showing a complete lack of empathy and detesting any signs of emotion or weakness.

This group is highly esteemed, so much so that they are stationed at Enies Lobby where they act as the final guardians of the Gates of Justice. Moreover, it is believed thatEnies Lobby gained its impenetrable and unconquerable reputationdue to generations of CP9 serving as its protectors, which also gives them an air of arrogance.
In order to become such powerful and ruthless justiciars, the training that members of CP9 are put through is grueling, designed to make them extremely formidable fighters and to strip them of any emotion. To achieve the former goal, they’re trained in Rokushiki, or Six Powers, a specialized style of martial arts that gives them 6 unique and extremely powerful techniques that they are masters of utilizing in battle.
Privileges of CP9:
Being an agency of the World Government, CP9 has control over some of its forces. However, this group is allowed to do things that some of the other Cipher Pol agencies aren’t able to, such as killing any one person or group of people that they deem to be athreat to the World Governmentor the overall stability of the world on sight. They are also some of the only people who are given the knowledge and training to use the Six Powers.
Moreover, the current generation of CP9 is considered to be the strongest ever, which certainly gives them the credence to do much more. An example of this was their gaining the ability to initiate a Buster Call upon Enies Lobby to prevent Robin and the rest of the Straw Hats from escaping. This ability was granted to them by Admiral Aokiji.
Members of the Agency
The generation of CP9 present at Enies Lobby was called the most powerful in the history of the organization. It comprised of 8 agents to carry out the orders given to them and one chief that the others work under. The first chief of CP9 that was ever seen in the series was Spandine, and he was the one who controlled the group 22 years agoduring the Ohara Incident.
