Then, from the World Government, there are the God’s Knights,and Saint Garling Figarland, who are likely going to play a major role in the Elbaf arc. However, their role is likely going to be centered around the Revolutionary Army, because there is a confrontation brewing there.
Regarding the major players in Elbaft, fans will likely see some Giants who are very strong and capable of fighting Luffy in the Warland, and they will potentially serve as the major antagonists in the arc.
How The Threat In Elbaf Will Be Shaped
Elbaf Will Not Have Just 1 Main Antagonist
The threat in the Elbaf arc is not going to come from one individual, and that is something that fans need to keep in mind. Oda has previously spoken about his intention to treat the Final Saga as a battle royale. That essentially means thatOda does not want Strawhats to be the only playertaking the spotlight in Elbaf. There are many players who will take the spotlight here, which means that there will be many major villains for the Strawhats and other players to face in Elbaf. For one, fans know that Dragon and the Revolutionary Army are going to be facing the God’s Knights. This means that Saint Garling Figarland will be among the antagonists for the Elbaf arc, and along with him, the members of the God’s Knights are as well. From the Marines, the Admirals are likely going to play a part as well, and they could serve the role of an antagonist here.

When it comes to the Blackbeard Pirates, fans know that Yonko is going to make a move, and although he will not fight against Luffy so early, he is going to try to get in a better position to claim the One Piece. Blackbeard too will serve the role of a major villain in the Elbaft arc, and that is going to be incredibly important for the story moving forward if he is to remain relevant in the ongoing race for the One Piece and stay as a major obstacle in Luffy’s path.
Finally, Shanks is likely going to be a major antagonist for the Elbaf arc. Of course, fans know that Shanks is not a villain. However, Luffy and Shanks will fight at some point later down the line, and when that happens, the One Piece series is likely going to be at its very peak. This is a confrontation that Oda has been building up towards from the very beginning, and it is bound to happen in some arc later down the line. There couldn’t be a better place for Luffy versus Shanks to happen than Elbaf, given that this is the territory of the Red-haired Yonko, and at the same time, Luffy is just a day’s journey away from the island. Luffy will already be there when Shanks returns, and it will lead to an incredibly exciting confrontation between these two individuals.
Finally, Elbaf will most likely also have its own antagonist, and one such character could potentially be Loki. Fans know that Loki is a character that was supposed to marry Lola at some point, but, due to her escape from Toto Land, the marriage essentially fell apart, leading to hostilities between the Big Mom Pirates and the Giants. Since that was quite some time ago, Loki has likely grown even further since then, and potentially become very strong. The name Loki itself is synonymous with strength in Norse mythology, which means that this character is likely going to be a major figure, serving an antagonistic role in the upcoming arc.

When speaking of Luffy’s big battles in the Elbaf arc, fans know that a battle against Shanks is most certainly going to happen, and at the same same time, Luffy should also be also be expected to find the Giants at some point in this arc. Within Elbaf, there could be many factions, and while some factions would be in favor of Luffy, others might not be, and it might be necessary for him to fight against them, such as the unit led by Loki and his people. Of course,Elbaf is going to be based on Norse mythology, there are other legendary figures, such as Thor and Odin, that could be introduced in the story as well, and these characters in mythology are known to hold legendary strength.
