It would make sense ifthe truth about the Upside Downgot out and everyone was aware of the danger in Hawkins. These monsters would also likely exist globally, since it wouldn’t be possible to contain the threat to Hawkins anymore. This would be a smart way to raise the stakes and create more fear.

This seems to suggest that evil is on its way (or already here) and there’s nothing anyone can do to stop it.
