Characters below level 69 can still use this feature to stop their progression at their current level by visiting either Behsten in Stormwind or Slahtz in Orgrimmar to turn off experience gain. Blizzard confirmed that inWorld of Warcraft Classic, players could not disable experience gains, while inCataclysm Classiconly characters level 59 and below can use this feature.

While Blizzard didn’t give any official explanation for this decision, players suspect the company decided to prevent players from staying at level 70 as the current scaling makes over-geared level 70 characters more powerful than low-geared level 80 heroes.
