The Shorekeeper is said to be the leader of the mysterious organization, referenced in-game by Version 1.0 character Aalto.Standard five-star character Encorealso serves as a member of the Black Shores, with both Encore and Aalto said to be “consultants” for the organization. The Shorekeeper has yet to make an official in-game appearance inWuthering Waves.
